Vera Bennett grew up in a very strict household. As a child, her mother never allowed her to have friends over or have any sort of fun. It also didn't help that she was a large target for bullying in school. Vera tried her best to just be invisible and focus on her studies, but the other children were cruel. Vera would often come home crying and seeking comfort from her mother. But Ms. Bennett was just as cruel as the kids at school. 

This continued even when Vera was an adult. Vera was Deputy of the Steam City Prison for three years; having seen four governors come and go. During her last few months as Deputy, Vera's mother fell deathly ill. And though Vera tried to take care of her, it was a difficult task. Combined with the stress from work, Vera could barely keep up with the medical help. Then one day, Vera reached her breaking point.

While making her rounds in the prison, the guards received a call about a disturbance in the kitchens. Since she was the closest, Vera went to investigate. But when she arrived, she was greeted by a cruel prank. The prisoners thought it would be fun to pour vinegar on the floor. Vera slipped and fell right into the mess, staining her clothes. The surrounding prisoners laughed and quickly gave her the nickname "Vinegar Tits." Something in Vera's mind snapped that day. She was done with being treated like a doormat by everyone in her life. And in her rage and frustration, Vera did something unforgivable. Vera came home after the incident to find her mother sleeping. She glared at the sickly old woman and clenched her fists. Without even thinking, Vera grabbed her mother's morphine shots and began to inject them into the woman one by one. euthanizing her mother in the process. 

Months later, the former Governor was arrested for murder. Vera was offered the promotion and she immediately took it. Vera worked to steer the prison back on track with the help of some of the prisoners. But Vera Bennett is no longer the mousy little Deputy she use to be. She is now a hard, no-nonsense Governor. And she is determined to keep it that way.
